While there are emulators that will allow some Windows apps to run under Linux (WINE is one) they are far from perfect. That said, there are equivalent apps for most Windows apps that run natively on Linux and do a more than adequate job.
If you want total compatibility, look into a dual-boot configuration. One of the easiest for the n00b is WUBI. Check it out at http://wubi-installer.org/ . It will install Ubuntu Linux in a dual boot configuration automatically. If you download the Ubuntu Linux .iso file and put it in the same folder as WUBI it will dramatically speed up the install process especially if you are installing it on multiple machines. What is the easiest way to run windows programs on Linux?
VirtualBox as mentioned by another respondent is another option. It would run Linux in a Window while Windows was running or vice versa. Or you could run a Windows Server inside a Windows desktop OS. Pretty cool stuff! TFTP.

Virtualbox is a great solution for running apps from one OS on another. I use it to run LInux apps from within Windows and to run Windows apps in Linux. The website is http://www.virtualbox.org/
